Baba Casino and ACE Casino Exit Oklahoma Ahead of November 1 Sweeps Ban
Oklahoma's SB 1589 takes effect November 1, 2026, and sweepstakes casinos are heading for the exit. Here's what Baba Casino, ACE Casino, Modo and Stake.us have told Oklahoma players — and what it means if you still have coins on the table.

Oklahoma is about to become the latest state to shut the door on sweepstakes casinos, and operators are not waiting for the deadline. Baba Casino and ACE Casino have both pulled their sweepstakes offerings from the state ahead of November 1, 2026, when Senate Bill 1589 takes effect — with Modo.us and Stake.us also scaling back, according to reporting from Sweepsy, Covers and PlayNY.
What Oklahoma's law actually does
SB 1589, sponsored by Sen. Todd Gollihare and Reps. Kyle Hilbert and Scott Fetgatter, amends the state's gambling statute (21 O.S. §941) to expressly cover internet casino games that risk a "representative of value" — including the dual-currency model sweepstakes casinos run on, where one coin can be exchanged for prizes, cash or cash equivalents. The enrolled bill text states plainly: "This act shall become effective November 1, 2026."
The penalties are serious. Operating or even supporting covered gambling can constitute a Class C2 felony, and the law names supporting roles explicitly — geolocation providers, gaming suppliers, platform providers, promoters and media affiliates. That last category is part of why the industry is taking this one seriously.
The bill's path was contentious. Governor Kevin Stitt vetoed it, arguing it was "so broad that it criminalizes everyday apps people use for fun," but lawmakers overrode the veto on May 14, 2026 — 34–10 in the Senate and 68–19 in the House, according to Sweepsy and CasinoBeats. The law preserves charity gaming and tribal gaming under the Indian Gaming Regulatory Act; it does not newly authorize tribal online casinos.
Who's leaving, and when
**Baba Casino** announced a phased withdrawal, confirmed in its own updated terms of service (version 19.0, dated October 5, 2026). Promotional Sweeps Coins stopped being bundled with Gold Coin purchases on October 5. Gameplay and eligible redemption requests continue through October 20, and both end October 21 — after which leftover Sweeps Coins become unusable and nonredeemable. Baba's notice says it "regrets to announce that it will no longer offer its sweepstakes offering" to Oklahoma residents or anyone located in the state. Gold Coin-only social play reportedly remains.
**ACE Casino** went further: Sweepsy reports a complete withdrawal on October 6, covering both Gold Coins and Sweeps Coins. We were not able to independently verify ACE's original announcement, so treat that date as reported rather than confirmed.
**Modo.us** told customers by email that packages with promotional SC and qualifying mail-in entries stopped October 1, with SC gameplay and redemptions available "through November 1" and Gold Coin play continuing after that, according to Sweepsy quoting the email via SweepsKings.
**Stake.us** posted a homepage notice that service will no longer be available beginning October 30, though customers can still log in and redeem balances, per PlayNY and Covers.
What this means for Oklahoma players
If you play on any sweepstakes casino from Oklahoma, the practical advice is simple: check your balance now and redeem eligible Sweeps Coins before your operator's cutoff. Baba's deadline is October 20 for redemptions; other operators have set their own dates, and they are not all the same. Once a cutoff passes, unredeemed coins can become worthless — that is exactly what Baba's terms say will happen.
Also expect more of this. Oklahoma joins a growing list: California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee have all moved against dual-currency sweepstakes casinos in 2025 and 2026, and Pennsylvania lawmakers are weighing a bill with fines up to $500,000 per violation. Operators typically respond the same way — by adding the state to their excluded list, which is why eligibility lists on every site we rank keep changing.
The bigger picture
The pattern across states is remarkably consistent: a bill targets the dual-currency mechanic specifically, the effective date lands a few months later, and operators exit weeks early rather than risk enforcement. Oklahoma's twist is the felony exposure for affiliates and promoters, which raises the stakes for everyone in the ecosystem — including sites like ours. We'll keep our rankings updated as state eligibility shifts, and as always, the operator's own terms page is the final word on whether you can play from your state.
